Report of the Chair of the Faculty – (L. Krier)

- President Lee declined to sign the Interim Policy on Academic Reorganization passed by the Academic Senate [AS] last May. He provided suggestions from Provost Moranski. Executive Committee [ExCom] referred to [APARC] to return to ExCom by November.

- The leadership certificate will help develop both current leaders and those who want to expand leadership goals. The certificate will provide leadership development based on the National Association of Colleges and Employers (NACE): career and self-development, communication, critical thinking, equity and inclusion, leadership, professionalism, and teamwork. Additionally, this certificate will give students practical personal leadership and organizational leadership development.

3. FSAC: Temporary Range Elevation Policy; 1st Reading – R. Whitkus

- Threw out old policy as related to Collective Bargaining Agreement and started anew. Produced Guidelines, Forms and Timeline, as well as defined Professional Achievement. If lecturer has a current Periodic Review the new policy will accept that and not require another review.

- Question: Will the lecturer be held to the same criteria for professional development as the Department RTP Criteria? Answer: No. For lecturers any activity that can better their teaching assignment is considered professional development such as attending a teaching development seminar on-campus. If a department is holding up a candidate’s application due to higher standards for professional development there is a Peer Review Panel in this process to educate departments and deans.

Special Reports:

1. Academic Reorganization process and timeline – Provost, K. Moranski

- August 7th had a retreat for chairs. In September will have discussions to develop partnerships to combine departments and create 4 proposed colleges. By end of Fall we need to have final proposals. Spring semester will be used for consultation process to have a final budget proposal to the Chancellor’s Office by June 30th. Goal is to save $1 million with academic reorganization. Besides saving money the reorganization needs to generate enrollment because SSU offers something unique in the CSU. Will have to commit for 3 years to decreased workload assignments, which is the way savings occurs with the reorganization.

- Question: The cluster approach seems forced and will not produce collaborations.

- Question: A huge amount of workload and cost to redo web sites, RTP processes etc. Also less release units for department heads (new term).

Standing Reports:

1. President of the University – (M. Lee)

- New CSU Chancellor Dr. Mildred Garcia (former President of CSU’s Dominguez Hill and Fullerton) will take over on October 1st .

- This summer campus received CA State Audit and Cozen O’Conner Reports on Title IX. This is a critical area and we have an implantation team. Very important to create a campus culture that this behavior is not tolerated and victims feel confident and supported to come forward.

- SSU has appx.180 Native American Indian Remains and Artifacts [R&A’s]. New state law requires return of these items to appropriate tribes. We have trained generations of archeologists with these R&A’s and have preserved them. Concerns about determining appropriate tribes to return which R&A items to and their expertise to preserve them versus thrown into a closet.

- Enrollment: Spring 2023 we graduated 40% of our student body. We are the #1 CSU for 2-year transfer graduation rate and #3 CSU for 4-year first-time-first-year [FTFY] graduation rate with a nearly zero Achievement Gap. Our FTFY numbers are healthy but our transfer numbers are down for this fall. Based on enrollment at community colleges we should be able to get our transfer numbers back to normal in 1-2 years.

- Budget: As of August 21st we still have a $7.6 million structural deficit, which is 12% of our operational budget. We have to have a planto balance the structural deficit to the Chancellor’s Office by June 2024. Deficit could be larger with salary negotiations and Chancellor’s Office removing funds due to our decreased enrollment target. Fall 2018 we were at 9300 students and this week we are at 5978. Enrollment is the #1 way to deal with the structural deficit by increasing revenue. However, we will not compromise our graduation rates by retaining students longer to increase our revenue.

- Question: Would like to see more faculty go to local community colleges to recruit. Lee said he would welcome the assistance.

- Question: SSU Anthropological Center needs funds to train tribes to preserve remains and artifacts. No discussion from Lee

- Question: How are other CSU’s handling budget gaps? Provost Moranski indicated that SSU is in the lead and about 2 years ahead of other CSU’s in addressing Academic Master Planning.

2. Vice President/Admin & Finance - (M. Ahmed)

- Dealing with heat issues in buildings and one building with a leaking roof.

3. Statewide Senators - (R. Senghas & D. Wilson)

- Developing response to CA State Audit and Cozen O’Conner Reports on Title IX.

- Concerns regarding video produced by outgoing Interim CSU Chancellor Jolene Koester.
