- Chairs of CSU faculties meeting to discuss disgruntlement over Cozen report on system-wide Title IX issues.

- CSU Stanislaus computer system was breached and SSU shares/houses information on their server.  M. Ahmed indicated no personal data was accessed.

- Create a comprehensive guide for campus community members, to be completed Summer 2023. Items such as DSS, Payroll-Benefits, Transportation-Parking, Service Animals, Blue Lights, Campus Closure and Evacuation, Disabled Services, Syllabi and other areas. Please provide editing feedback at above link.

Question - Concern: Use terminology such as disabled versus handicapped and other suggested terminology.

1. S&F: Proposed Model of Faculty Consultation 1st Reading ‐ G. Baleria

- Goal, definition, function guiding principles, and structure considerations (what, who, where-when, how exchange and how consult) with possible scenarios regarding the type of consultation Area A: curriculum, teaching, assessment and academic personnel matters / Area B: academic administration budget, academic senate matters, and student life matters that impact teaching & learning / Area C: public safety, administration & finance, buildings & facilities and fundraising & development.

2. Statewide: Interim Policy on Academic Reorganization of Academic Programs and Academic Units - 1st Reading; E. Newman

- Definitions, reorganization, faculty rights retained after reorganization, procedures, appeal and duration of interim policy.  Important to have policy as we need to make large budget cuts.

- Questions/Concerns: In response to Provost’s concerns we can truncate timeline if procedural steps have been meet. 

- Concern that this document is different from what was seen in ExCom / Ans. believe only some things in rationale were clarified. Ans: ExCom asked for these changes before coming to Senate, without returning to ExCom.

- Concern that we need to address administration’s concerns before 2nd reading: consultation and working with them to have a policy that they will approve. Rebuttal: we have to pass a policy this academic year, with only one more Senate meeting to protect ourselves / it may not be perfect.   

- Concern that EPC and APARC did not think this document was ready for the Senate.  Ans: EPC did not endorse but their concerns were addressed in this document.  Ans: No committee adapted this item so E. Newman brought it forward as an individual Senator.

3. EPC: Applied Arts Minor Discontinuance 1st Reading; E.Asencio https://sonoma.curriculog.com/proposal:3695/form

- EPC approved unanimously and a positive letter of support from dean was received

- No questions or concerns.

4. EPC: Sustainability Minor 2nd Reading ‐ E. Asencio & D. Soto https://sonoma.curriculog.com/proposal:3854/form

- No Presentation

- Noted by Parliamentarian that this was approved unanimously at every level.

- No objections to approve.

Standing Reports:                                                                                                                           

1. Interim President of the University – (M. Lee)                                                                         

- Davis stabbing deaths suspect was arrested in Davis; former U.C. Davis student.

- Attended Math Festival Dinner and SST & University Research Symposiums. Please invite me to events.

2. Provost/Vice-President, Academic Affairs – (K. Moranski)                                              (Proxy – Stacey Bosick)

- 3Min Research Presentation Competition: SSU is sending a team.

- Statement read for Provost concerning Interim Policy on Academic Reorganization of Academic Programs and Academic Units regarding mix of program support and technology to meet student needs and reduce campus expenses (my paraphrase). There are problems with workload, shared governance and contractual work. The multiple steps can take up to 20 weeks, resulting in an insurmountable process (even without an appeal).  Shared governance problems to solve our budget problems before summer 2024. Contradicts CBA via Meet and Confer Process.

Concern from Parliamentarian: Out of Order to express prejudicial comments on an item that has not even come to the Senate yet for consideration (note: statement was read before the Senate heard business item #2 above / understood that the Provost wanted her statement read just prior to hearing of business item). Sense of Senate motion that the timing of the statement was prejudicial.  7 yes, 9 no, 2 abstain, so motion did not pass. 

3. Vice Chair of the Senate - (B. Burton)                                                                                     

- (L. Morimoto for B. Burton) Police Services Safety Issues: Trainings in fall about safety in classrooms / metal detector wands for high concentration events / license plate reader to identify stolen vehicles. Concern: tracking technology can be used for collecting data on our personal movements. Senate wants Police Chief to come to Senate and address concerns.

4. Vice President/Admin & Finance - (M. Ahmed)                                                                      

- Athletics: Softball team won regular season conference championship.

- Question: CFA asked for Meet and Confer regarding space in Shultz being reserved due to building closures. Ans M. Ahmed indicates that no buildings have determined to be closed at this time.    

- New campus ID cards starting Fall 2023 with new look and technology on card.

5. Vice President for Student Affairs – (G. Jones)                                                                           

- CAPS new lead position hired / capacity open now. This year CAPS has seen 650 unique students seen with 3,300+ sessions including 300 crises and 11 hospitalizations.

- Sexual Assault Awareness Month concluded. 

6. Vice-President of Associated Students – (N. Hernandez)                                                     

- Beach Clean-up event.

7. Statewide Senators - (E. Newman, R. Senghas)                                                                    

- Plenary Sessions next week.

- Community College System has decided to go ahead with approval of additional bachelor’s degree programs despite letter from California Legislatures to hold off.

- CalGETC webinar where Chancellor’s Office will talk about it. Concern that transfer pattern and native student plan will be required to be the same.

8. Staff Representative – (K. Sims)                                                                                               

The next Staff Council meeting is May 16 at 1:00 PM. There will be a Report on the WSCUC Steering Committee, Institutional Report by AVP Stacey Bosick followed by a visit from and conversation with Academic Senate Chair Lauren Morimoto and Vice Chair Bryan Burton. We will also have an update about University committees by AMP Staff Representative. All are welcome.

9. CFA Chapter President – (N. Reyes)                                                                      

- CFA participated in May Day event.

- Faculty can be involved this summer in opening bargaining events.
