SSU Academic Senate Meeting of 29 September 2022

Submitted by ERFSA Senator Steven V. Winter

Report of the Chair of the Faculty – (L. Morimoto)
- AB 928 questions: a separate 1-unit science lab course is required / one transfer pattern for
CSU and UC but each individual campus could have it’s own GE Pattern for native students
(however that violates the spirit of the legislation even though not required by the law) / each
campus could have additional graduation requirements.

Special Reports:
1. PBAC Presentation – (M. Lee & K. Moranski)
- Overview: handled current deficits with reserves. Chancellor’s office wants by November 14 a 5-
year enrollment plan to reach target by 2026-27 and a plan to handle the structural deficit of $14-
15 million a year within 2 years without use of reserve funds by 2024-2025.
- Students projected to decline for the next 2 years due to graduation to new student enrollment
ratios; thus have to look at a multiple year plan. Top 2 priorities involve implementing a marketing
plan and increasing yield rate. For new students recruiting scholarships, diversify recruitment,
digital marketing, leverage campus tours, improve SSU website, develop culture of cultivation,
investing in new technology, enhance admissions results, deploy guaranteed admissions
programs and increasing yield. For retention re-engage, re-enroll, expand credit opportunities in
summer/intersession, equitable access to digital degree roadmaps, eliminate administrative
barriers to graduation and equitable learning practices to reduce DFW Rates.
- Revenue: need to increase enrollment (summer to stateside, self-support programs and end
impaction of high demand programs), increase rental revenue (campus housing by faculty and
staff, SRJC house students at SSU and increase number of summer conferences), and increase
other revenue (grants, private support, CSU support for infrastructure improvement).
- Decrease Expenses: People (voluntary separation, admin reorganization, shared services and
reduced assigned time), facilities (facilities and ground maintenance, relocate programs from
leased spaced, concentrate classroom in less buildings and energy efficiency), programs
(evaluation of degrees, examine low enrolled departments, dept and school organization and
streamline instruction cost) and operations (reduce travel, reduce supplies costs, review number
of events, reduce cell phone use and reduce number of printers).
- Comments can be submitted to
https://sonoma.az1.qualtrics.com/jfe/form/SV_5zsSCUzUrQ6ANwO
CFA Open Forums starting next week October 5th.
- Reorganization examples include: Teach certain classes less often to maximize class
enrollment (with two-year scheduling), may need to combine departments and having faculty
members teach in multiple departments.
Business:
1. EPC: Bi-Disciplinary Math Program Revision 1st Reading - (E. Asencio & M. Shott)
- Unanimously passed EPC / Asking for Concentration of BA in Math to be elevated to a full
degree to comply with EO 1071 to have similar units in each concentration within a degree /
essentially same degree coursework except addition of one course / essentially a double major
within 50 units in areas such as Biology, Economics, Music, Physics and AMCS (22 units in other
non-mathematics areas).
2. Resolution to Support Parental Leave 1st Reading - (E. Newman)
- Governor returned this Bill without a signature. Governor indicated that the Chancellor has
MOU to increase at any time. CFA indicates that the Chancellor has no interest in increasing
leave.
- No objections to withdraw this business item: Withdrawn

3. AB 928 Discussion & Feedback
- If faculty do not approved something before end of November through CSU Academic Senate
then CSU-UC administration can approve without any more faculty input. Can have additional
local institution graduation requirements beyond the prescribed GE Pattern.
- School of Arts and Humanities worried about the viability of their programs with this bill cutting
Area C to 6 units – recommended changes: 12 classes across lower division GE (vs. 11) /
student should be able to choose to take 9 units in Area B or Area C and 6 units in the other (vs.
9 in B and 6 in C) / add a SSU language graduation requirement.
- Timeline: Schools have till October 3 to provide feedback to the AS Executive Committee which
will discuss on October 6 with Academic Senate discussion on October 13 th to send feedback to
CSU AS by October 24 th deadline.
4. Honors Policy Revision 1st Reading – (S. Bosick)
- Not Covered due to time.
